TheProgram Manager ’s primary responsibility is to lead the Enterprise Configuration Management (ECfM) IT program. TheProgram Manager will be accountable for managing multiple small to mid-size projects and/or support work streams on larger, strategic projects, providing overall leadership and supervision to assigned project team resources.
Duties and Responsibilities :
Develop and monitor end-to-end detailed work/project plans (Planning/Initiation, Requirements and Analysis, Build, Test, and Deploy).
Define project inter-dependencies, outputs, work break down structure, critical path dependencies, task durations, etc. Track team progress against plan.
Define high level project requirements and document stated benefits
Assist customer and company leadership with business case and ROI development and define project success criteria.
Identify resources needed to deliver tasks per the project plan.
Define resource needs/requirements, secure resource alignment and track resource allocations against the project schedule - considering resource availability and/or constraints.
Proactively identify and resolve resource constraints with appropriate resource managers/departments.
Coordinate Project estimates with IT and other Partners and update at set stages through the project lifecycle
Manage Project Budget/Financials through financial tracking and reporting (plan, actual, forecast).
Identify and Manage Operational readiness and rollout tasks and activities including:
Training and other readiness communications.
Support proposals by reviewing customer requirements and document defining best practices
Identify data items, close out costs, labor hours, etc. for proposals to determine scope and cost
Other duties as assigned
Minimum Qualifications :
Bachelor’s degree required
10+ years of relevant experience in consulting or program or project management related to planning and technology implementation.
Experienced working within Joint Service Provider (JSP) in a leadership role.
Experience establishing and maintaining good working relationships with all levels of the organization, including Government customer, internal leadership, and support organizations
Experience reviewing deliverables for completeness, quality, and compliance with established standards and policies, demonstrating the highest attention to detail in execution and record keeping
Ability/Experience with technology and/or program development programs
Top secret clearance required
Knowledge, Skills and Abilities :
Must have the ability to successfully manage projects following customer and company documentation and performance standards.
Must be able to manage the expectations and interests of program team members, key sponsors, and stakeholders to ensure their continued support and appropriate participation in the program
Possess the ability to communicate effectively, collaboratively, and confidently in writing and in one-on-ones, small groups, and large group meetings
Ability to travel
Ability to meet security clearance level
