The Program Analyst/Special Assistant to the COVID Task Force COO will provide support services to contribute to the mission of the U.S. Agency for International Development (USAID). The primary objective is to provide services and deliverables through the performance of a Program Analyst for USAID’s COVID-19 Task Force. This role may include serving as the Special Assistant to USAID’s COVID-19 Task Force.

The position will be housed in the Task Force Readiness Unit (TFRU) within USAID’s Bureau for Management (M Bureau). The TFRU is the new entity in M Bureau that is responsible for coordinating the establishment of Task Forces within USAID. The TFRU manages as applicable, logistics, staffing, and communications when the Administrator activates a Task Force, works with applicable Bureaus and Independent Offices (B/IOs) to activate/deactivate a Task Force, and works with the Executive Director of the Task Force and other members to formulate its objectives and processes within the Agency and within the interagency as applicable
Support USAID’s COVID-19 Task Force, reporting to and taking day-to-day technical direction from the CTF Director.
Maintain regular contact with USAID Front Office and Agency bureaus/independent offices to obtain briefing materials, background documents, and other related materials.
Review principal’s daily calendar to ensure that the principal's day-to-day schedule is well-planned and facilitated in terms of background, briefs, and issues to be covered in daily meetings.
Research and review key documentation for the principal ensuring input is understandable and includes information relevant to the issues.
Attend meetings with the principal and occasionally on behalf of the principal.
Coordinate special projects and advance the COVID-19 Task Force's priorities as assigned.
Support and contribute to the work of the COVID-19 Task Force.
Develop agendas for the COVID-19 Task Force.
Draft correspondence and contribute to the preparations of speeches, reports, and presentations.
Review all correspondence drafted for the principal's signature to ensure clarity and that the principal's position is clearly reflected.
Review information and action memos and draft correspondence for signature by the RMU Director.
Liaise with independent offices and bureaus within the Agency and interagency in the development and maintenance of relationships.
Other duties as assigned
Bachelor’s degree in business, international relations, or a related field and 3+ years of specialized experience OR
Master’s degree and 1+ years of specialized experience assisting with the following:
Reviewing, analyzing, and evaluating various operational management program plans, policies, directives, procedures, and systems, etc., to assess organizational impact
Applying analytical and evaluative methods to measure quality and efficiency, to promote improvements to Agency programs and preparing various reports and information on metrics and trends for various programs
Project Management skills required including knowledge of Project Management Software is required
Background check required

Knowledge, Skills and Abilities
Ability to obtain a secret clearance (the candidate will be able to start working with a USAID facilities access and background check).
Experience in international development or humanitarian work and/or knowledge of USAID operations and policy desirable though not required.
Ability to use standard computer applications, like the Microsoft Office Suite and Google apps.
Ability to work effectively both individually and as a member of a team.
Ability to handle multiple tasks simultaneously and work within tight deadlines.
Ability to plan, organize, and use time effectively.
Strong written and oral communication skills.
