Chenega Corporation Occupational Safety and Health Analyst in Washington, District Of Columbia
The Occupational Safety and Health Analyst will support the Agency’s Occupational Safety and Health Program while reporting to the Agency’s Occupational Safety and Health Manager. The Occupational Safety and Healthy Analyst will have sufficient knowledge, credentials, and expertise in designing and developing plans, procedures, protocols, policies, and other materials to establish and maintain a safety and health program that meets and/or exceeds the aforementioned legal requirements for a federal agency. USAID’s Management Bureau (M Bureau) has overall responsibility for ensuring that the Agency conforms and complies with health and safety requirements established in 29 CFR 1910, and 41 CFR 102-74. The Department of Labor (DoL), Occupational Safety and Health Administration (OSHA), Federal Agency Program (FAP), and Executive Order 12196, Occupational Safety and Health Programs for Federal Employees. USAID’s M Bureau has overall responsibility for ensuring compliance for regulations and policies pertaining to health and safety for all USAID facilities.
Review existing program, document any existing compliance gaps, and institute corrective actions.
Develop health and safety inspection checklist and inspection schedule.
Develop and prepare comprehensive program manuals on safety, security, radiation safety, occupational health, industrial hygiene, and fire protection.
Conduct routine inspections, document results, and forward any compliance issues to the USAID Occupational Safety and Health Manager.
Develop programmatic metrics and document programmatic achievements.
Design/develop computer-based safety and health training for USAID:
Design/develop Job Hazard Analyses (JHAs) for each job site.
Perform annual OSHA-required inspections for activities to evaluate the effectiveness of occupational safety requirements in the work environment and assess the degree of compliance with application regulations.
Investigate any near miss, fire incident, or accident to determine the root cause of the accident.
Analyze existing policies and procedures to determine where/if gaps exist and develop proposed corrective action.
Assist in the interpretation of new safety and occupational health legislation and recommend the adoption of implementation of specific policies and procedures.
Maintain the OSHA 300 log as well as employee reports of hazards and determine if any patterns exist that can be addressed.
Engage in dissemination of occupational safety and health program information.
Creation of alternate standards.
Investigate and mitigate employee reports of unsafe or unhealthful working conditions.
Engage in abatement of unsafe or unhealthful working conditions.
Brief results of investigations to USAID leadership
Participate in training of the following:
Top management officials
Collateral duty safety and health personnel and committee members
Employees and employee representatives
Abide by recordkeeping and reporting requirement
Practie prohibition against discrimination.
Provide agency annual reports.
Complete OSHA mandated annual reports.
Report and record Federal Agency Injury and Illness Information.
Self-evaluate USAID occupational safety and health programs.
Other duties as assigned
High school diploma or GED required
5+ years of specialized experience.
Knowledge, Skills and Abilities:
Bachelor’s degree desired
Experience with Microsoft Office Applications
Effective oral and written communication skills
