The Management and Program Analyst will provide support services to contribute to the mission of the U. S. Agency for International Development (USAID).

The mission of USAID is to accelerate human progress in developing countries by reducing poverty, advancing democracy, building market economies, promoting security, responding to crises, and improving quality of life. Working with governments, institutions, and civil society, the agency assists individuals to build their futures by mobilizing the full range of America's public and private resources through its expert presence overseas.

In March 2023 USAID launched a refreshed strategy to guide the Agency’s overall approach to engaging with current and potential implementing partner organizations. The Acquisition and Assistance (A&A) Strategy outlines the necessary tools and culture shifts needed to increase USAID’s engagement with local organizations and to reduce bureaucratic burdens for its staff and partners. It also prioritizes the Agency’s most important resource -- the hiring, training, and retaining of a sufficient A&A workforce to execute and manage the Agency’s awards. The updated A&A Strategy replaces the strategy issued in 2018 and reflects the current development initiatives and landscape context in which the Agency operates. The Office of Acquisition and Assistance at the Bureau for Management (M/OAA) is leading this effort in collaboration with M/OAA at large and other agency stakeholders. The position of Management and Program Analyst sits within the Strategy Team of M/OAA.

The Management and Program Analyst will provide management analysis and monitoring and reporting services to M/OAA for implementation reporting to the Director of M/OAA and taking day-to-day technical direction from the Strategy team lead.

Responsibilities

Work you’ll do

As a Management and Program Analyst within our USAID team, you will:

  • Assist M/OAA in operationalizing the A&A Strategy through multiple, cross-cutting projects and actions. Specifically, support the following functions:

  • Support planning, developing, conducting, and analyzing results from internal assessments, studies, and reviews, to identify trends, issues, and problems.

  • Plan, schedule, and analyze project operations, procedures, and organizational structures, identifying problems or deficiencies and recommending ways to improve the effectiveness and efficiency of program operations.

  • Analyze, synthesize, produce, and/or present information and findings in a variety of formats (e.g., visuals, PowerPoint presentations, articles, papers, studies, briefings, and other media).

  • Independently perform project management functions that service and/or fulfill several organizational requirements.

  • Design and maintain tracking mechanisms for projects and actions related to the implementation of the A&A Strategy.

  • Apply existing and new policies, provideadvice on requirements, and maintain databases that reflect the fulfillment and/or status of project requirements and/or systems.

  • Draft correspondence, recommendations, reports, and memoranda related to projects, including processing the required approvals.

  • Regularly communicate to colleagues throughout the Agency operating at every level regarding the implementation of the A&A Strategy.

  • Establish collaborative working relationships within OAA and the Agency staff and support joint scopes of work and other working group terms of references.

  • Support planning, including meeting agendas, briefing documents, agency notices, and other correspondence for internal and external engagements.

  • Other duties as assigned.

Qualifications

  • Bachelor’s degree in Business, Public Policy, Social Science, or a related field and 2+ years of specialized experience OR

  • Master’s degree and preferably 1+ years of specialized experience, assisting in:

  • Developing, reviewing, analyzing, and evaluating various operational management policies, strategies, directives, program plans, systems, procedures, processes, and other systems, to assess their effectiveness and efficiency and impact on programs and organizational impact.

  • Applying analytical and learning analytical and evaluative methods to measure quality and efficiency to promote improvements to agency programs.

  • Preparing surveys, visuals, presentations, talking points, various reports, and information on metrics and trends for various management and program systems.

  • Project Management skills required.

  • Background check required.

Knowledge, Skills, and Abilities

  • Experience in international development or humanitarian work and/or knowledge of USAID operations and policy desirable though not required.

  • The position requires versatile processing and analytical skills to work on cross-office and cross-agency projects, supporting teams and shared objectives at multiple levels.

  • Ability to obtain and maintain USAID facilities access.

  • Basic knowledge of productivity software suites such as Google for the organization and creation of documents, and for the scheduling of meetings, tasks, and events.
