The Management and Program Analyst will provide support services to contribute to the mission of the U. S. Agency for International Development (USAID). The primary objective of the task order is to provide services and deliverables through the performance of a Management and Program Analyst.
Core functions in the Bureau for Management include continuity of operations (COOP) and emergency management. The Critical Coordination Structure (CCS) elevates and expands the existing functions. The CCS establishes COOP and emergency management operational policy, plans, training, and support. The key objective of the CCS is to ensure the Agency is ready in the case of a COOP or emergency incident. A full time Management and Program Analyst is needed immediately to work for the CCS (Bureau of Management, Office of Management M/MS).
The CCS is a matrixed team in the M Bureau that is responsible for creating policy, plans, training, and plan testing for COOP and emergency incident response. The CCS manages as applicable, logistics, staffing, and communications when the Administrator activates a COOP or emergency incident; works with applicable Bureaus and Independent Offices (B/IOs) to activate/deactivate a response; and works with B/IOs to formulate response objectives and processes, within the Agency and within the interagency as applicable. By its nature, the position requires versatile skill sets to take on many tasks.
Services Delivery Summary (SDS): The Management and Program Analyst will provide management analysis and monitoring and reporting services to the CCS within USAID’s M Bureau, reporting to and taking day-to-day technical direction from the Continuity and Readiness Team Lead.
Specifically, the Management and Program Analyst will support the following functions:
Assist and participate in analyzing program performance data to identify trends, issues, problems.
Assist senior specialists in conducting special studies or research projects related to specific program goals and issues.
Assist the Government Manager and other M Bureau staff with the design, development, planning, coordination, implementation, and the standing down of COOP incidents.
Recommend resource requirements for B/IO readiness.
Maintain SOPs to reflect COOP and emergency management procedures; document new SOPs.
Provide budgetary and staffing models.
Liaise with other B/IOs, as appropriate, on budgetary resource requirements.
Consolidate input for taskers and other routine papers and provide to the Continuity and Readiness Team Lead for review.
Plan, schedule and conduct analysis of project operations, procedures, and organizational structures, identifying problems or deficiencies and recommending ways to improve the effectiveness and efficiency of program operations.
Produce and/or present information and findings in a variety of formats (e.g. articles, papers, studies, briefings, other media, etc.).
Independently perform administrative management functions that service and/or fulfill a number of organizational requirements. Apply existing and new policies, provide advice on requirements, maintain databases that reflect the fulfillment and/or status of administrative requirements and/or systems, prepare administrative paperwork, and maintain an awareness of the status of the organization's personnel actions.
Draft correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues. Provide advice and guidance to managers and employees on questions and situations related to the administrative services provided.
Assist in drafting reports and responses to congressional inquiries.
Compile relevant data and stories of program outcomes to share with Congress, Agency Leadership, the Interagency, and other Stakeholders.
Support GAO and OIG audit teams with responses and archived data calls.
Establish and maintain effective working relationships with agency staff, headquarters staff, state and local officials, and/or private industry individuals. Follow guidelines and procedures to develop communications plans in support of an organizational program; review them for impact and effectiveness.
Plan and conduct public meetings, briefings, and other activities in support of a program. Coordinate the development and release of information in substantive program areas, such as press releases, fact sheets, newsletters, or other briefing materials. Other Performance Management Tasks as assigned.
The candidate must have:
Bachelor’s degree in business, international relations, or a related field, plus at least 3-5 years of specialized experience OR
Master’s degree and 1-3 years of specialized experience
Specialized experience includes:
Reviewing, analyzing and evaluating various operational management program plans, policies, directives, procedures, systems, etc. to assess organizational impact
Applying analytical and evaluative methods to measure quality and efficiency to promote improvements to agency programs; and preparing various reports and information on metrics and trends for various programs
Project Management skills required including knowledge of Project Management Software required.
Background check required
Knowledge, Skills and Abilities:
Experience in international development or humanitarian work and/or knowledge of USAID operations and policy desirable though not required.
Ability to obtain a secret clearance.
