The Management and Program Analyst will provide support services focused on increasing automations to contribute to the mission of the U.S. Agency for International Development (USAID).

The mission of USAID is to accelerate human progress in developing countries by reducing poverty, advancing democracy, building market economies, promoting security, responding to crises, and improving quality of life. In 2018, USAID issued its first Acquisition and Assistance (A&A) Strategy to respond to emerging needs for innovations in the Agency’s partnering and procurement practices. The A&A Strategy outlines a series of guiding principles as well as approaches for how USAID will do business that draws on best practices in partnering and procurement. In 2021, the Agency initiated implementation assessment activity to review and refresh the A&A Strategy. This activity supports the implementation of on-going priority actions for the Strategy, while it paves the way for integrating new shifts and approaches, including the Agency’s emerging priorities in the space of partnering and procurement with a focus advancing the use of process automations in the Agency and streamlining efforts. The Office of Acquisition and Assistance at the Bureau for Management (M/OAA) is leading on this effort in collaboration with OAA at large and other Agency stakeholders. The Position of the Management and Program Analyst sits within the Strategy Team of M/OAA.

Place of Performance and Description of Technical Environments: The position offers flexibility. The Agency is allowing for full time remote work from anywhere with an internet connection and supporting bandwidth. Accommodate ad-hoc meetings and events on Eastern Standard Time.

Responsibilities

  • Scope of Work: Help explore and develop automations and streamlining efforts in business management for acquisitions and assistance work.

  • Services Delivery Summary (SDS): The Management and Program Analyst will provide management analysis and monitoring and reporting services to M/OAA for implementation reporting to the Director of M/OAA and taking day-to-day technical direction from the Strategy team lead.

  • Specific Description of Service: The Management and Program Analyst will assist M/OAA with its management activities. By its nature it requires versatile skill sets to take on many tasks. Specifically, the Management and Program Analyst will support the following functions, if needed, training may be available:

  • Identify and provide essential development where process automations can help expedite the A&A process.

  • Development of user guides/FAQs/websites to communicate and train users.

  • Manage customer relationships and identify requirements jointly with customers present periodic status and project performance reviews.

  • Responsible for activities related to development, design, implementation, testing, and deployment of process automations, including code development as needed, using UiPath technologies and emerging coding in the federal space. For example, automate spreadsheets commonly used to automate development of a document pulling data from another document, like automations would use existing technologies used in the federal government.

  • Potential to support Agency systems using Salesforce.

  • Expertise with harnessing Google applications and creating professional formatted documents and user friendly interface.

  • Assist and participate in analyzing program performance data to identify trends, issues, and problems.

  • Assist senior specialists in conducting special studies or research projects related to specific program goals and issues.

  • Support planning, developing, and conducting internal review studies of related line functions and/or programs with technically complex characteristics.

  • Plan, schedule, and conduct analysis of project operations, procedures, and organizational structures and identify problems or deficiencies and recommend ways to improve the effectiveness and efficiency of program operations.

  • Produce and/or present information and findings in a variety of formats (e.g., articles, papers, studies, briefings, and other media, etc.).

  • Independently perform administrative management functions that service and/or fulfill several organizational requirements.

  • Apply existing and new policies, provide advice on requirements, maintain databases that reflect the fulfillment and/or status of administrative requirements and/or systems, prepare administrative paperwork, and maintain an awareness of the status of the organization's personnel actions.

  • Draft correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues.

  • Provide advice and guidance to managers and employees on questions and situations related to the administrative services provided.

  • Establish and maintain effective working relationships with agency staff, headquarters staff, state, and local officials, and/or private industry individuals.

  • Follow guidelines and procedures to develop communications plans in support of an organizational program and review them for impact and effectiveness.

  • Other duties as assigned

Qualifications

  • Bachelor’s degree in Business, Information Technology, Public Policy, or a related field is required

  • 2+ years of specialized experience or knowledge of process automations preferred but not required

  • In case of a master’s degree, the candidate may have one year of specialized experience in the above work areas

  • Background check required

Knowledge, Skills and Abilities

  • Ability to obtain USAID facilities access.

  • Ability to apply analytical and learning methods to measure quality and efficiency to promote improvements to agency programs.

  • Ability to prepare surveys, visuals, presentations, talking points, various reports and information on metrics, and trends for various management and program systems.

  • Project Management skills required, including preferred knowledge of project management software or ability to quickly gain such knowledge for forming similar tools for management.

  • Ability to understand and potentially develop automations, reviewing, analyzing, and evaluating various operational management policies, strategies, directives, program plans, procedures, processes, and other systems to assess their effectiveness and efficiency and impact on programs.

  • Experience in international development or humanitarian work and/or knowledge of USAID operations and policy desirable though not required.
