Chenega Corporation Management and Policy Analyst in Washington, District Of Columbia

Summary

The Management and Policy Analyst supports USAID’s Office of Management Policy, Budget, and Performance (M/MPBP), which functions as the Operational Support Office for the agency, serving as the business partner for all management functions and operations in Washington and overseas. M/MPBP is responsible for management policy formulation and implementation, oversight of the agency’s codified policy, rulemaking, de-regulation, operational performance monitoring, assessment and process improvement, compliance, and oversight to implement the USAID suspension and debarment program, and promoting key national security initiatives, like partner vetting. The Policy Division in M/MPBP provides management oversight of agency policy, the Automated Directives System (ADS, see ADS 501), and coordinates and oversees critical management functions and platforms for the agency.

The division’s functions include:

  • Manage advisors to the agency, to align agency policy and manage platforms with federal law, presidential directives, regulations, and international agreements governing the use of foreign assistance

  • Manage the agency’s Automated Directive System (ADS) as the official record of codified agency policy

  • Conduct policy assessments and make recommendations to strengthen awareness and compliance with operational policy throughout the agency

  • Contribute to USAID’s and M Bureau’s top priorities, including climate change and sustainability as well as localization that supports partnerships and programs to equitably empower local actors, strengthen local systems, and facilitate local leadership so that USAID assistance is more effective and sustainable

  • Provide centralized administrative oversight and management support for partner vetting at USAID (see ADS 319). Partner vetting is an enhanced risk-mitigation measure to mitigate the risk of the diversion of USAID funds and resources to terrorists, supporters of terrorists, or affiliates of terrorists, while facilitating our ability to deliver programs in support of U.S. national security and foreign-policy priorities

  • Coordinate the agency's rulemaking program (see ADS 156) and collaborate with stakeholders to ensure that agency rulemaking activities comply with all statutory and regulatory requirements

  • Oversee visa compliance as part of USAID’s role as a Department of State certified visa sponsor for foreign nationals who are traveling to or are in the United States as beneficiaries of USAID development assistance and are financed by USAID

Responsibilities

The Management and Policy Analyst shall provide the following services:

  • Serve as an expert analyst in the assessment and improvement of operational effectiveness or the improvement of complex management and administrative policies and processes as detailed, for example in Automated Directives System (ADS) Chapter 156 -Agency Rulemaking (https://www.usaid.gov/ads/policy/100/156) and Chapter 319 -Partner Vetting (https://www.usaid.gov/ads/policy/300/319)

  • Assist in determining need for written policies and procedures, oversee the development of policies and procedures, and support the implementation of said policies and procedures

  • Demonstrate strong project management and facilitation skills by coordinating working groups on complex issues to solicit technical and legal input, establish milestones, meet expected results, and communicate results, issues, and challenges to senior management

  • Lead assessments of impact and implementation of management operations policies, making recommendations for policy changes to streamline, improve accessibility. and increase compliance

  • Present findings and recommendations on complex issues or problems impacting major programs, policies, and/or procedures, which may include making recommendations for policy changes to improve policy implementation, integrate considerations for diversity, equity, inclusion, and accessibility (DEIA), and increase compliance

  • Plan and develop quality programs, procedures, and methodologies to improve the effectiveness and efficiency of work methods and management controls for a major component of agency operations

  • Other operational performance tasks as assigned

  • Other duties as assigned

Qualifications

  • Master’s degree in Management, Public Policy, or related field is required

  • 3 -5 years of specialized experience in leading policy analysis, assessments, and recommendations, to improve the quality and efficiency of management operations and project management skills.

  • Must have demonstrated experience in the following:

  • Providing expert advice to management on a wide range of complex programs/activities using a variety of qualitative and quantitative techniques to assess policies, processes, systems, and mission support programs

  • Coordinating special working groups to solicit input and engagement with program initiatives that are critical to the mission

  • Determining the need for written policies and procedures and writing policies and procedures based on need

  • Providing technical assistance to management in planning systems and management programs

  • Monitoring policy implementation and impact and implementing project improvements based on monitoring, assessments, and/or evaluations

  • Communicating plans, proposals, and results to senior management using innovative techniques and visualization

  • Background check required

Knowledge, Skills and Abilities

  • Ability to obtain a secret clearance, but the new hire can start with USAID Facilities Access and background check

  • Strong project management skills

  • Strong analytical skills, qualitative and/or quantitative

  • Strong written and verbal communication skills

  • Ability to evaluate policies, processes, or programs to identify issues, recommend solutions, and present findings and recommendations to senior management

  • Ability to facilitate discussions with stakeholders to build consensus

  • Ability to work effectively both individually and as a member of a team

  • Ability to handle multiple tasks simultaneously and work within tight deadlines

  • Ability to understand complex issues and move associated tasks forward even when there is ambiguity

  • Ability to plan, organize, and use time effectively

  • Ability to use standard computer applications, like Google Suite, including Gmail, Google Forms, Google Sheets, and Google Docs, etc. and Microsoft Office Suite

  • Interest in USAID operations and management policy

  • Required to adhere to Chenega Corporation mandate that all employees must be fully vaccinated to COVID-19 by December 8, 2021
