Chenega Corporation Lead Strategy and Management Analyst (Lead Analyst) in Washington, District Of Columbia


The USAID Lead Strategy and Management Analyst (Lead Analyst) will provide strategy, management, operational, and Monitoring, Evaluation, and Learning (MEL) support in the realm of the Agency’s A&A Strategy. The key area of focus is to help operationalize the A&A Strategy with and for the A&A workforce at large and in alignment with other M/OAA and Agency policies, strategies, and initiatives aimed at strengthening our procurement practices. The Lead Strategy and Management Analyst (Lead Analyst) is with the M/OAA Strategy Team and reports to the Chief of the Strategy Division. The Lead Strategy and Management Analyst (Lead Analyst) is expected to work with other M/OAA sub-offices and teams, Mission-based A&A workforce, other Bureaus, and Operating Units (OUs) through various work streams touching issues of partnering, procurement, and operations. By its nature the position requires versatile technical, analytical, and management skills to take on tasks at leadership, management, and operational/working levels.


  • Co-lead the development of the 2021 A&A Strategy by working with a multi-disciplinary drafting team, including drafting, enhancing text, doing research to fill knowledge gaps, coordinating input from Subject Matter Experts (SMEs), and validating approaches and shifts

  • Distill strategic principles of the A&A Strategy into practical implementation guidance and plans for M/OAA sub-offices, Missions, and other OUs to use within the annual goal development, monitoring, and reporting processes

  • Proactively engage with other Bureaus and serve on committees and task forces to operationalize the A&A Strategy, other M/OAA and Agency strategies and initiatives affecting A&A equities, and USAID’s mission

  • Perform quantitative and qualitative research, analysis, writing, and advisory duties to implement the A&A Strategy

  • Socialize the A&A Strategy across the Agency and track and report on its progress

  • Provide technical expertise to the development of Agency priority goals and metrics that align with A&A Strategy and policies

  • Manage work streams and initiatives in several functional areas, like workforce management, procurement innovations, partnering approaches, business process improvement, change management, and learning and adaptive management for M/OAA and Agency-wide use

  • Support special, Agency-facing cross-cutting initiatives and task forces, to accomplish policy, strategy, programmatic, and operational goals affecting M/OAA, like Locally Led Development, Localization Agenda, Climate Change Adaptation, Diversity, Equity, Inclusion, and Accessibility

  • Establish and maintain effective working relationships with various stakeholders in Washington and Missions

  • Support external engagement strategies that promote engagement with implementing partners, donors, and other governmental organizations

  • Other duties as assigned


  • Master’s degree in International Relations, Public/Business Administration, or related field and 15 + years of specialized experience in strategic planning, design, operations support, workforce development and management, and learning and adaptive management.

  • Specialized experience may include:

  • Leading policy, strategy, project design, procurement, and implementation

  • Monitoring evaluation and learning plan development and management

  • Community of Practice development and management

  • Knowledge Management

  • Organizational change management

  • Business process improvement

  • Data collection and analysis

  • Devising effective internal and external engagement strategies

  • Background check required

Knowledge, Skills and Abilities

  • Knowledge of USAID programs and operations, A&A mechanisms, including knowledge of the Automated Directives System (ADS)

  • Experience analyzing policy and regulatory transformational change is desirable

  • Ability to lead USAID program implementation overseas and in Washington, DC

  • Ability to manage on a wide range of complex programs/activities using a variety of qualitative and quantitative techniques to assess processes and program efficacy

  • Ability to work across different OUs with colleagues across hiring types and seniority levels

  • Ability to coordinate special working groups to solicit input and engagement on program initiatives that are critical to the organizational agenda

  • Ability to communicate plans, proposals, results to senior leadership using innovative techniques and visualization products

  • Ability to travel about 10%

  • Ability to obtain USAID Facilities Access/Clearance

  • Secret clearance preferred

  • Required to adhere to Chenega Corporation mandate that all employees must be fully vaccinated to COVID-19 by December 8, 2021.
