The USAID Senior Partnerships Advisor will be responsible for leading on all aspects of donor coordination and partnerships building related to Strategic Engagement, including partnering with the USG inter-agency, multilateral and bilateral donors, the private sector, and civil society. The Senior Partnerships Advisor will be expected to work closely with others on the Strategic Engagement Team, particularly the Team Lead and Senior Communications Advisor, as well as offices across the Bureau for Policy, Planning and Learning (PPL), other Agency bureaus, missions, and senior leadership to advance external partnerships. The PPL Strategic Engagement Team focuses on policy leadership on issues of Great Power Competition, including countering the influence of malign actors. The Senior Partnerships Advisor is located in PPL’s Policy Office and works closely with both the PPL and Agency Front Offices. The Senior Partnerships Advisor reports to the Strategic Engagement Team Lead.

Duties and Responsibilities:

  • Build the external partnerships critical to Great Power Competition, including but not limited to, partnerships with the U.S. Government inter-agency, bilateral donor countries, multilateral organizations, the private sector, think tanks, and other civil society organizations.

  • Lead the creation and execution of a Strategic Engagement Partnerships Strategy, in close collaboration with the Strategic Engagement Team Lead and Senior Communications Advisor.

  • Serve as the primary point of contact for intern-agency partners (including the National Security Council, State Department, Department of Defense, Development Finance Corporation, and the Millennium Challenge Corporation) to facilitate policy coherence and collaboration on Great Power Competition related objectives.

  • Serve as the primary link between the Strategic Engagement Team and PPL’s Office of Donor Coordination (ODC) and work closely together on relevant multi-stakeholder processes and multilateral deliverables, including reviewing documents and decrees of international organizations for alignment with U.S. policy positions.

  • Support State/International Organizations (State/IO)-led initiatives on multilateral integrity and IO tracking around International Organization elections and staff recruitment.

  • Advance strategic partnerships with like-minded donors and organizations, including Australia, Japan, the European Union, and the Organization for Economic Cooperation on Development’s Development Clearing House (OECD/DAC), focused on sectors (e.g, energy, infrastructure) and/or other policy priorities (e.g., countering authoritarian resurgence) In coordination with ODC.

  • Identify and facilitate innovative new partnerships initiatives, including with the private sector and civil society organizations, that will support components of the Great Power Competition approach.

  • Work closely with the Senior Strategic Communications Advisor to craft and promote messages to external partners that highlight the threat of authoritarian actors to undermine economic liberalization, reverse democratic development, and weaken the sovereignty of individual states. Identify, develop, and execute outreach opportunities to engage the wider development community, such as donor roundtables.

  • Prepare briefing materials and talking points for high-level external outreach events.

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Bachelor’s degree in a field related to international development, international relations, public administration, business, economics, communications, etc. and 15 years of experience. OR

  • Master’s Degree and 10 years experience

  • Minimum seven years of relevant professional experience, preferably in international development, working with a U.S. Government agency, an international organization, or non- governmental organization.

  • Experience in donor coordination, public-private partnerships, and/or building multi-stakeholder agreements or initiatives, especially focused on international development issues.

  • Ability to obtain and maintain a Secret-level security clearance (U.S. citizenship required).

  • Ability to pass a criminal background check.

Knowledge, Skills and Abilities:

  • Familiarity with and ability to engage on topics including foreign investment, debt sustainability, infrastructure, energy, cyber-security, disinformation, and democratic institutions.

  • International finance knowledge.

  • Ability to work effectively both individually and as a member of a team

  • Willingness to work on all aspects of team priorities.

  • Must be able to plan, organize, and use time effectively. Ability to handle multiple tasks simultaneously and work within tight deadlines.

  • Excellent written and oral communication skills.

  • Proficiency with Microsoft Office applications

  • Ability to work collaboratively across departments in a large bureaucracy.

  • Knowledge of the organization and operation of USAID is a plus.

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
