The Mid-Level Management Analyst position will focus on the functions of management performance monitoring and evaluation and management policy development and implementation. USAID’s Management Bureau Office of Management, Budget, Policy and Performance (M/MPBP) functions as the Bureau for Management’s central unit for the Agency budget planning and implementation, management policy formulation, management performance monitoring and evaluation, administrative support services, and compliance and oversight of management policy implementation. M/MPBP provides leadership, guidance and advice to the Bureau and the Agency on overall strategic direction, as well as monitors and promotes the effectiveness of management operations by monitoring performance and by conducting operational assessments.

Structurally, the position will reside in the Performance Division which oversees USAID’s central functions related to operational planning, performance, and reporting, and internal customer service. In turn, the Performance Division is part of M/MPBP which functions as the Bureau for Management’s central unit for the Agency’s operating expense budget planning and implementation, management policy formulation, operational performance monitoring and assessment, administrative support services, and compliance and oversight to implement the USAID suspension and debarment program.

Duties and Responsibilities:

  • Analyze operations management performance data to identify trends, issues, and problems, using quantitative and qualitative analysis;

  • Assist with conducting special studies or research projects related to specific operational goals and issues;

  • Assist with planning, scheduling, and conducting analysis of management operations, procedures, and organizational structures, identifying problems or deficiencies and recommending ways to improve the effectiveness and efficiency of operations;

  • Produce and/or present information and findings in a variety of formats (e.g. dashboards, external reports, papers, studies, briefings, other media, etc.); and

  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Master's Degree in Business, Public Administration/Policy, or a related field.

  • 3-5 years of specialized experience assisting in at least one of the following:

  • Applying analytical and evaluative methods to measure quality and efficiency to promote improvements to organizational operations;

  • Working with metrics to analyze performance

  • Preparing reports on data and trends for operations

  • Communicating with diverse technical and nontechnical audiences.

  • Ability to obtain a Secret Clearance.

Knowledge, Skills and Abilities:

  • Ability to obtain a Secret Clearance.

  • Experience with Tableau or other data visualization tools is desirable.

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
