The Deputy Program Manager (DPM), Quality Control (QC) will provide support to the onsite Program Manager (PM) in all work efforts associated with installation of AV equipment, IT data, and IT Networks including but not limited to CISCO network systems . DPM duties shall include, at a minimum
Duties and Responsibilities:
Responsible for meeting all technical, and contractual requirements of the design, procurement, delivery, installation, configuration, testing, operating, and turnover of AV equipment, IT data, and IT Network.
Responsible to perform as the primary technical and managerial interface with the client, the Contracting Officer and Contracting Officer Representative
Responsible for the supervision, technical guidance, effective utilization, and deliverables completed by staff
Responsible to maintain a quality control program in accordance with the Client’s Quality Control Plan to assure installation and testing of systems meet requirements
Demonstrate knowledge of the Intelligence Community Department (ICD) 705 SCIF construction requirements and procedures, to include the mechanical and electrical requirements necessary to build a SCIF.
Demonstrate general building construction expertise to include knowledge of electrical wiring, building methods, and HVAC systems to implement ICD 705 requirements.
Provide guidance related to Access Control, Intrusion detection systems, and defensive lock systems.
Perform Physical Security inspections to ensure SCIF meets ICD 705 requirements and provide documentation of inspection findings to appropriate officials.
Understand and interpret construction drawings to ensure proposed construction methods are in accordance with Government and ICD 705 requirements.
Participate in providing input and insight into the creation of Physical Security Inspections policies and standards.
Demonstrate knowledge of Interagency Security Committee standards, which establishes a baseline set of physical security measures to be applied to all federal facilities
Plan, schedule, resource and cost management, preparation of reports and deliverables, establish and maintain records, provide subject matter design/build knowledge of Sensitive Compartmented Information Facility (SCIF) construction and accreditation expertise.

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
Bachelor’s degree in engineering or computer science, program/project management, business or equivalent
5 years’ experience in the following:
Applying and implementing ICD 705 technical specifications, standards, and certifications
IT and AV systems installation and testing
SCIF construction requirements and procedures
Building construction expertise to include knowledge of electrical wiring, building methods, HVAC systems, to implement ICD 705 requirements
Secret Clearance required
Knowledge, Skills and Abilities:
Communication and organizational skills associated with AV and IT systems required
Familiarity with problem solving and troubleshooting AV equipment, IT data, and IT Networks including but not limited to CISCO network systems required
Project management and planning required
Knowledge of Microsoft Excel and Word required.
Must be able to speak, read, write, and understand the English language
Knowledge of Microsoft Project desired
Ability to travel
