USAID’s Bureau for Management, Office of Management Policy, Budget, and Performance, Administrative Management Division (M/MPBP/AMD), provides budget, personnel and other administrative support services to M Bureau Offices. The Division currently has two teams: budget and administrative services (AMS). The AMS Team is responsible for ensuring essential management and administrative support services are effectively implemented and maintained and serves as the focal point for coordinating all administrative matters for the Bureau for all direct-hire and non-direct-hire staff. The Administrative Management Specialist provide administrative management support and personnel planning to support M Bureau needs and objectives.

Duties and Responsibilities:

  • Provide logistical support to Bureau offices, and interfaces with client offices on all issues related to administrative operations and human resource management.

  • Assist with service now requests, space management, bureau badging and all other administrative requirements that directly impact bureau operations.

  • Perform a wide range of administrative functions under the direction of the activity manager to help ensure programmatic success such as:

  • Place premium on the building of positive relationships with respective team(s) and with key stakeholders in USAID.

  • Administrative Management of an Organization

  • Perform administrative management functions that service and/or fulfill a number of organizational requirements.

  • Apply existing and new policies

  • Provide advice on requirements

  • Maintain databases that reflect the fulfillment and/or status of administrative requirements and/or systems

  • Prepare administrative paperwork.

  • Draft correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues.

  • Help answer questions to managers and employees on questions and situations related to the administrative services provided.

  • Serve as the Bureau’s back up point of contact for security investigations through the eQip System.

  • Responsible for briefing employees and managers on security procedures and policies.

  • Serve as the Bureau’s point of contact for all 565-1, security badge requests.

  • Assist in management of the office's space and facilities requirements, floor plans, and organization charts.

  • Assist in the office moves and other improvements that require coordination of property, services, and facilities such as furniture, equipment, telecommunications, storage, and/or acquisition of contract services.

  • Conduct periodic surveys of equipment, supplies, and property usage

  • Recommend action to ensure economical and efficient use of equipment and other property.

  • Process business cards, transit benefits and service now requests.

  • Schedule meetings and coordination of Supervisory Forum.

  • Work with the Agency Awards coordinator to facilitator Bureau Awards Committee and the printing of Awards.

  • Work with the COOP Coordinator to maintain and update Vital Records.

  • Work and be directed by the Division Chief or designee, as a member of the AMD Team.

  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Bachelor’s Degree required OR 7 years of specialized relevant experience to be used in lieu of degree

  • Ability to obtain Secret clearance

  • Secret clearance preferred

Knowledge, Skills and Abilities:

  • Ability to obtain Secret clearance

  • Ability to prioritize and complete tasks under the direction of the activity manager.

  • Ability to be highly flexible and willing to work under conditions of on-going change, and remain professional and respectful of colleagues and authority in a diverse workforce

  • Ability to work as a team, exercise discretion, judgment, and personal responsibility.

  • Microsoft Office skills: e.g. Excel

  • Human resources skills

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
