The Construction Superintendent (CS) will focus on project development, management and oversight of set project(s) and staff in Taiwan. The CS will lead and direct technical and administrative project teams both onsite and offsite, including CONUS and OCONUS locations.
Duties and Responsibilities:
Responsible for meeting all technical, and contractual requirements of the procurement, delivery, installation, configuration, testing, operating, and turnover of building systems including all utilities, security equipment, all furnishings and fixtures.
Perform as the primary technical and managerial interface with the Taiwan Air Force (TAF), USAF representative, the Contracting Officer (CO) and Contracting Officer Representative (COR)
Execute and monitor project activities.
Manage changes to scope, cost and schedule of project work
Relay pertinent information to COR.
Coordinate priorities and resources between multiple projects.
Prepare and update project plans and status reports.
Allocate appropriate resources to ensure projects are completed within given time and budget.
Participate in project performance review meetings and discussions.
Responsible for the supervision, technical guidance, effective utilization, and deliverables completed by staff
Maintain a quality control program in accordance with the contract’s Quality Control Plan, assuring system installation and testing meet requirements
Create and submit progress reports that address the status of activities for various aspects of the contract
Submit weekly reports to the Client’s representative(s)
Responsible for the installation, testing and verification of all facility systems
Verify network proficiency, manage equipment warranty program, operate/maintain facility’s equipment and control systems, respond to service requests
Develop work plans to coincide with concurrent (by others) building construction schedule
Coordinate all activities with Taiwan Air Force, USAF representative, the CO and COR, and other entities associated with the buildings and planned works
Act with full authority on all contract matters relating to daily operations
Other duties as assigned
Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
Bachelor’s degree in engineering or program/project management preferred
10 years’ experience in engineering, construction, program management or related field
Experience in Secure Facility Certification
Experience working with translators and foreign nationals
Final Secret Clearance required; no dual citizenship
Knowledge, Skills and Abilities:
Ability to travel CONUS and OCONUS
Ability to reside/work at OCONUS locations 100% of the time
Knowledge of Microsoft Excel and Word required.
Must be able to speak, read, write, and understand the English language
Knowledge of Microsoft Project desired
OCONUS travel work experience preferred
Knowledge of computer - based facilities management software desired

The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.
During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
