The Computer-Aided Design (CAD) Operator shall be responsible for developing, updating, and maintaining the NCTL Det GTMO infrastructure drawings, cable records, utility maintenance holes, direct buried and aerial cable pathways, and conduit systems.
Responsibilities
Provide on-site-computer drafting support as required to create, modify, and update computer drawings and incorporate them into a standard format compatible with NCTL Det GTMO CAD drawings, EXCEL, or another format approved by NCTL Det GTMO COR.
Identify and document copper, fiber, and all associated types of splices, terminations, cable counts/type, and cross-connects.
Prepare red-line and build telecommunication infrastructure drawings and build floor plan prints and communications wiring diagrams of various facilities from field measurements, existing drawings, photographs, rough sketches, and verbal instructions.
Utilize Geographical Information Systems (GIS) software to query infrastructure maps for access to timely, accurate, and reliable data at Guantanamo Bay, Cuba.
Verify the accuracy of drawings and conduct on-site surveys to observe and record changes in communications infrastructure projects, Military Construction (MILCONS), renovated buildings, or any structure requiring telecommunications connectivity.
Advise the NCTL Det GTMO COR and work directly with the performing activity to resolve questions concerning the documentation provided.
Transfer and translate field information into as-built drawings using standard form, compatible with NCTL Det GTMO CAD drawings, EXCEL, or another format approved by NCTL Det GTMO COR.
Prepare written and graphical reports and print drawings, to support telecommunications projects using a government-provided plotter maintaining and distributing hard and electronic copies of work production once each month or as required by COR.
Provide preventive and corrective maintenance support for all equipment and systems.
Receive, respond, and resolve all work orders.
Establish company operations and interaction/communication with government personnel.
Ensure quality assurance and control of contractor-developed products and services, including conflict resolution and risk management.
Oversee the products and services of the contractor team which is responsible for planning and executing the cost, schedule, performance, and risks of executing the tasks.
Provide timely completion of contract deliverables.
Complete annual company and customer-required training, as required.
Complete the timesheet daily in an online system according to company policies and procedures.
Travel up to 20%.
Other duties as assigned.
Qualifications
High school diploma or GED required
Associates degree preferred
2+ years of recent experience in AutoCAD
Must have specific technical experience in the following areas:
Identify copper, fiber, and all associated types of splices, terminations, cable counts/type, and cross-connect
Create, modify, and manipulate facility and telecommunications drawings and incorporate them into a standard format
Transfer/translate field facility and telecommunications plant information into AutoCAD
Proficient with Microsoft Office suite (Word, Excel, Outlook, PowerPoint)
Must be a U.S. citizen.
Must be willing to live/work in Guantanamo Bay, Cuba, unaccompanied.
Must be willing to work overtime, after hours, and on-call as needed in support of the Base Communications Office (BCO)
Secret clearance required.
Knowledge, Skills, and Abilities
Must have the color vision to read color codes and be able to trace color-coded pairs/strands.
Within the past year performed outside plant cable splicing technician duties.
Knowledge of engineering design principles.
Knowledge and understanding of manufacturing processes and construction methods.
Possess strong management and leadership skills necessary to lead and manage the contractor team and assist the Government Technical Lead in ensuring tasks are performed to government requirements.
Must have excellent written, verbal, and interpersonal skills required with the ability to interact with all levels of staff, government personnel, and management.
Possess a high level of integrity and accountability.
Ability to work nights, weekends, and holidays as needed.
Ability to be a self-starter and to pursue self-education to remain current with industry trends, new technology, new equipment, and capabilities.
Ability to multi-task in a high-stress, performance-based environment.
Ability to provide technical guidance to the contractor team in support of tasks and duties.
Ability to maintain a secret clearance for the life of the contract is required.
Ability to travel up to 20%.
Medical and dental services available to contractors are limited in Guantanamo Bay, typically for emergencies only. Must arrange for routine appointments before arrival or during CONUS visits.
