Chenega Analytic Business Solutions (CABS) provides federal agencies and commercial customers with trusted insights into Records and Information Management, Administrative Solutions, Information Technology, Engineering, and Training. The Human Resources Specialist shall be an expert in federal regulations related to HR staffing in support of the Department of Justice Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Office of Human Resources and Professional Development.

Responsibilities

  • Perform staffing support duties for all aspects of recruitment-to-hire functions, like preparation of referral lists for vacancy candidates, collecting and preparing applicant packets for panel review, and coordinating subject matter experts when necessary.

  • Monitor the selection process for vacancy candidates, processing selections, presenting job offers, and sending notifications of non-selection.

  • Draft job analyses and/or guides covering major job groups within the ATF population to establish and maintain position uniformity and consistency.

  • Provide a high level of customer service via telephone and face-to-face contact, ensuring that the image of the branch is upheld or strengthened because of the positive nature of the contact.

  • Conduct job analyses; develop policy and standard operating procedures; and implement phases of recruitment-to-hire functions.

  • Recommend recruitment strategies available to Federal organizations to acquire employees with the necessary knowledge, skills, and abilities to maintain a diverse workforce.

  • Recommend opportunities and restrictions related to the special hiring authority, general recruitment, staffing processes, procedures, and regulations.

  • Work with ATF supervisors, managers, hiring managers, and program offices to prepare recurring and new vacancy announcements using automated systems.

  • Monitor ATF personnel systems to initiate recruitment processes in support of Human Resources (HR) Staffing Operations Support staff, initiating actions in some instances.

  • Review vacancy announcements in automated systems for administrative, spelling, and grammatical errors.

  • Maintain staffing case files, including collecting vacancy announcements, job analysis, certificates of eligibility, and other files related to HR actions and ensuring they are organized using Bureau naming conventions in a system or shared drive and flagged for any required future action.

  • Enter personnel actions to include (but not limited to) promotions, awards, reassignments, and changes to a lower grade in ATF’s personnel system for final approval by ATF staff.

  • Assist in recording problems with agency payroll processing center personnel, HR Information Systems personnel, and HR Specialists to resolve issues or problems affecting employees' employment status and the correctness of information status and the correctness of information and timely review of personnel actions for proper coding.

  • Assist in developing job aids, briefings, and training to improve efficiency and enhance awareness on a variety of recruitment and staffing management topics.

  • Assist in preparing routine reports for review by ATF staff related to the status of work output, progress on special projects, or the results of assessments or studies.

  • Travel CONUS and/or OCONUS as required.

  • Other duties as assigned.

Qualifications

  • Associate degree or higher from an accredited college or university

  • Degree can be substituted with 4+ additional years of government or contractor-related operational experience and a high school diploma or GED equivalent.

  • 5+ years of applied experience specific to federal staffing operations is required.

  • Valid U.S. driver’s license required.

  • Background check required with the ability to pass the DOJ/ATF Background Investigation and obtain a Public Trust prior to start.

Knowledge, Skills, and Abilities

  • Knowledge of researching, interpreting, and applying Office of Personnel Management’s (OPM) laws, regulations, and policies is required.

  • Understanding of, at an expert level, all the steps of OPM’s 80-day hiring metric.

  • Active delegated examining unit certification is preferred.

  • Must be able to pass an ATF Background Investigation and maintain eligibility for the duration of the contract.

  • Must have advanced working knowledge of a variety of computer software applications, including Microsoft Office Suite (Word, Excel, PowerPoint, Adobe, and Access).

  • Must have experience determining effective recruitment strategies; utilizing Special Hiring Authorities, adjudicating applications to determine veteran’s preferences; conducting job analyses; developing policy and standard operating procedures; and implementing all phases of recruitment-to-hire functions for federal government employment.

  • Experience drafting a variety of reports, letters, memoranda, and other correspondence on a full range of sensitive management issues.

  • Experience preparing Federal Government vacancy/job opportunity announcements, determining applicants’ eligibility and qualifications, ranking candidates, and referring highly qualified candidates for selection.

  • Must be able to provide authoritative management advisory services for, including researching, analyzing, and evaluating the issues, determining applicable precedents, recommending innovative methods and strategies to resolve complex integrated human resources problems, and identifying the most effective approach regarding federal government staffing.

  • Utilize a computer-based Human Resource Information System (HRIS) to document work output, process administrative functions, and run reports.

  • Must be able to multi-task in a high-stress, performance-based environment.

  • Experience and comfortability interacting with coworkers and customers in person, telephonically, virtually (TEAMS or WebEx), and via electronic mail.

  • Must have the ability to communicate with others effectively both orally and in writing, with various levels of management.

  • Must be able to meet and deal with managers and employees at all levels, concerning situations that may be highly sensitive regarding Federal Government staffing operations.

  • Must have excellent interpersonal skills and the ability to work in a fast-paced environment.

  • Must have the ability to attend all customer in-person meetings and conferences as requested.

  • Maintain a high level of integrity and accountability.

  • Possess strong problem-solving skills.

  • Ability to meet established deadlines.

  • Ability to work nights, weekends, and holidays as requested.

  • Ability to travel up 10% CONUS and OONUS as required.
