The Program Manager will lead a program and supervise instructors, subcontractors and employees through completion to achieve the program goals. The Program Manager will understand and implement plans and milestones to meet or exceed the program’s goals and objectives


Duties and Responsibilities:

  • Plan, organize, coordinate, and direct the project plans, technical solutions, and schedule and budget

  • Ensure adherence to master plans and schedules, develop solutions to program problems, and direct work of supporting vendors, subcontractors and employees

  • Meet program financial objectives by forecasting requirements, preparing an annual budget, scheduling expenditures, analyzing variances, and initiating corrective actions.

  • Ensure projects are completed on time and within budget.

  • Lead multi-dimensional teams to achieve objectives

  • Act as advisor to program team regarding project objectives, tasks, and operations

  • Develop new business and expands product/service line of business.

  • Serve as liaison between the client and company’s management executives.

  • Serve as the on-site representative for all collective bargaining actions with unions/employees.

  • Ensures all recruiting actions are completed in a timely manner for all positions to ensure proper manning levels are achieved/maintained.

  • Act as the single point of contact to the government for all company obligation decisions

  • Supervisory Responsibilities

  • Lead a large team of instructors and courseware developers at Tinker AFB OK

  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Bachelor’s degree in Management, Business, or related field

  • Masters (MA or MS) in business or related field is preferred

  • 5 years experience in program management or project management

  • Leading a project of 100 plus employees at multiple locations generating revenue in excess of $5 million annually is preferred

  • 3 years experience in managing ISD projects (Air Force training-related ISD experience a plus)

  • 5 years experience as project/program manager for a program(s) of the equivalent size and complexity as the E-3 weapons system CAT/CWD program.

  • 5 years operational and training/evaluation experience within the Theater Air Control System (TACS) AWACS structure.

  • Secret Clearance

Knowledge, Skills and Abilities:

  • Ability to obtain a Top-Secret clearance

  • Program Management Professional certification or equivalent experience is preferred

  • Knowledge of Air Force training-related ISD a plus

  • Area of emphasis in educational technology: curriculum and CWD, design applications, production of ISD materials, and distance learning technologies

  • Proficient computer skills, Microsoft Office Suite

  • Working knowledge of MS Project is preferred

  • Knowledgeable in program management methodology and techniques; performance evaluation and change management principles

  • Skilled at compiling and following strict budgets

  • Excellent verbal and written communication skills

  • Ability to multi-task, prioritize, and manage time effectively

  • Ability to be a highly organized and goal-oriented manager, capable of leading a major training development and implementation project for our organization

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
