Summary:

  • The Vice President of Contracts is responsible for the overall operational functions of the Contracts/Subcontracts Department. Develops business objectives to achieve maximum service potential and supports the business initiatives and goals of the company. Provide leadership to staff, company programs and projects to support the execution of work and business development initiatives associated with the company’s missions and goals.

Duties and Responsibilities:

  • Execute and Manage Strategic Business Unit (SBU) contracting/subcontracting process from formation through closeout.

  • Provide resolution/counsel to executive level management on strategic/complex contractual issues and SBU strategic planning

  • Analyze and communicate new laws, regulations and contract/market trends

  • Develop significant working relationships with key Govt. clients at senior levels

  • Provide support and assistance to the Business Development and Proposal departments by reviewing requirements of contracts/subcontracts and RFPs, advising of potential compliance issues and ensure senior management is appropriately briefed on all significant terms and risks.

  • Negotiate and administer contracts/subcontracts IAW company policies, applicable laws, customer requirements and sound business judgment.

  • Prepare and negotiate strategic agreements, teaming agreements and commercial contracts.

  • Negotiate with, and influence customers and/or organizational leadership to set priorities and solidify relationships

  • Identify business issues that may impact organizational results

  • Maintain and implements contract/subcontract policies and collaborates with Process Improvement in the management of the continuous process improvement program.

  • Support compliance with corporate risk directives including review of proposals/pricing and contracts

  • Provide oversight to ensure compliance with international regulations/laws as required.

  • Collaborate with Chenega Corporation Business Services Group to ensure effective operations/support

  • Work closely with Subsidiary Presidents to assist them in achieving their goals via contract/subcontract support.

  • Responsible for the overall direction, development and evaluation of team members. Carries out supervisory responsibilities in accordance with policies and applicable laws.

  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • BA/BS in related field and 10 years of experience or 15 years progressive relevant work experience in Contracts, with a significant portion of that in Federal government contracting

  • Well versed in Federal Acquisition Regulation (FAR) and other Agency Supplements ( e.g. DFARS, DEARS).

Knowledge, Skills and Abilities:

  • Staff management skills to including;

  • Annual performance evaluations

  • Ability to adjust staffing levels and workload

  • Strong skills assessment

  • Ability to mentor

  • Demonstrated ability to understand and manage business and risk situations that are likely to lead to a positive outcome.

  • Extensive knowledge of Federal acquisition concepts and applicable agency acquisition law and regulations.

  • Ability to multi-task in a fast paced environment and meet deadlines that require quick turnaround.

  • Effectively handle multiple demands and leverage resources appropriately.

  • Excellent written communication skills - can organize complex materials and concepts in a manner that is clear and logical;

  • Succinct presentation skills.

  • Excellent verbal communication maintaining clarity, brevity, and persuasiveness

  • Builds consensus through speaking in a polished, professional style.

  • Ability to manage a wide variety of projects.

  • Demonstrated proficiency with Microsoft Word, Excel, and Adobe including editing functions; and MS SharePoint.

  • Ability to work nights, weekends and Holidays as required.

  • Minimal travel required.

  • Ability to obtain Top Secret Clearance

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
