Chenega Corporation Contracts Manager in Lorton, Virginia

Summary

The Contracts Manager will be responsible for all aspects of the contracting process, including proposals, negotiation, award, administration, and closeout. The Contracts Manager will interface with government and/or customers and provide guidance to the company’s management team on contractual matters. The Contracts Manager will be responsible for managing a contracts team.

Responsibilities

  • Work directly with SBU Presidents, program managers, and Finance Dept in executing contracting process from formation through closeout.

  • Analyze requests for proposals (RFPs) and solicitations and ensure SBU and subsidiary senior management is appropriately briefed on all significant terms and risks.

  • Participate in the development of associated proposals in conjunction with pricing and proposal management team members.

  • Administer contracts in accordance with company policies, applicable laws, customer requirements, and sound business judgment.

  • Negotiate contracts in accordance with company policies, applicable laws, customer requirements, and sound business judgement, including communicating between internal customers and external customers to best minimize risk for the subsidiary companies and SBU.

  • Prepare and negotiate strategic agreements, teaming agreements, significant sub-contracts, and commercial contracts.

  • Create and/or amend Contract’s policies to facilitate company growth.

  • Interface with various governmental agencies on related issues and provide guidance, advice, and action on such matters to senior management.

  • Provide leadership and mentoring to assigned contracts team.

  • Responsible for the overall direction, development, and evaluation of team members.

  • Carry out supervisory responsibilities in accordance with policies and applicable laws.

  • Other duties as assigned

Qualifications

  • A./B.S. degree in Business Administration or similar discipline

  • 8-10 years direct government contract administration experience, to include:

  • Direct government contract administration

  • Responding to government solicitations (RFP, RFQ, BAAs, and other requests)

  • Managing large contracting efforts with multiple subcontracts and team members

  • CPFF, T&M, ID/IQ, MACs, and contracts awarded under the GSA schedules

  • Teaming Agreements, Proprietary Information Agreements, and Non-Disclosure Agreements

  • Background check required with the ability to obtain a top secret clearance

Knowledge, Skills and Abilities

  • Thorough understanding of FAR/DFAR/ITAR, provisions, and terms and conditions of government contract documents.

  • Excellent communication skills with the ability to work well within a team.

  • Excellent skills in time management, setting priorities, and providing guidance to other contracts professionals.

  • Familiarity with commercial contracting regulations and policies a plus.

  • Thorough knowledge of all appropriate ethical standards regarding contracting actions.

  • Ability to travel as needed with short notice and work evenings, weekends, and/or holidays as needed.

  • Familiarity with Microsoft Office 365, including SharePoint.
