- The Program Manager is responsible for managing the operations of a large-scale records management contract. The Program Manager will provide technical and administrative leadership of a multi-site/multi-state operation and serve as Point of Contact with a US Government customer to ensure that the operation of the contract conforms to all contract specifications and meets Government accuracy and timeliness Acceptable Quality Levels.
Duties and Responsibilities:
Coordinate project activities with contractor and Government representatives.
Conduct fact-finding for special projects and/or to respond timely to Government inquiries.
Present oral briefings to Government management officials.
Inform the Government of significant issues and be able to respond and take corrective actions to issues brought by the Government.
Identify and recommend new approaches to improve quality, cost, and process inefficiencies.
Track project performance, specifically to analyze the successful completion of monthly goals.
Establish and implement specific action plans for accomplishing both short and long-term goals and objectives.
Comply with all contract specifications.
Develop performance standards and evaluate work performance.
Ensure contract site stays within budget guidelines.
Enforce contract safety regulations and comply with all DHS and USCIS policies, procedures, and regulations in effect or updated during the performance if the contract, to include NRC/NRC ES-1/HBG FSF local worksite policies and directives, and the USCIS Records Policy Manual (RPM).
Provide contract deliverables as required by schedule and/or USCIS policies and procedures.
Maintain ISO quality requirements of Chenega program site.

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
Bachelor’s Degree in one of the following disciplines: program management, business or public administration, production/operation/manufacturing/quality management, technical management, information systems, engineering, or finance/accounting.
USCIS will allow a Project Management Professional (PMP) Certification, as certified by the Project Management Institute (PMI), in lieu of the educational requirements.
Must have 5 years of recent (over the last 7 years) overall program/project and production management experience in a records management, paper processing or similar production environment.
Must have managed an operation of at least 150 people (directly and indirectly) in the last five years.
Must possess or successfully obtain within 180 days of contract award, a Six Sigma Black Belt as certified by the American Society for Quality, (ASQ), the International Association for Six Sigma Certification, or the Council for Six Sigma Certification.
Ability to obtain and maintain a Secret clearance required.
Knowledge, Skills and Abilities:
Must be available 24/7 via phone (email, text, and call), in case of an emergency.
Must have ability to present at the requested office location at USCIS National Records Center for in-person meetings with Government personnel within 2 consecutive business hours of notification of such meetings by the Government.
Excellent interpersonal communication and organizing skills to coordinate project activities with contractor and Government representatives.
Ability to conduct fact finding for special projects and/or to respond timely to Government inquiries.
Ability to present oral briefing to USCIS management officials.
Excellent writing skills to prepare SOPs and revisions.
Ability to be proactive in informing the Government of significant issues.
Must be proactive in informing the Government of significant issues, and be able to respond and take corrective action to issues presented by COR.
Must be proactive in identifying and recommending new approaches to improve quality, cost, and process inefficiencies.
Working knowledge of Microsoft Office suite, specifically Word and Excel.
Ability to travel up to 35% as requested by customer.

During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
