Summary:

The Technical Lead of the Navy Maritime Maintenance Enterprise Solution – Technical Refresh (NMMES-TR) contract assist the Senior Program Manager and Deputy Program Manager in assigning tasks to integrated product team working groups to meet the contractual deliverable requirements list on time, within scope, and on budget. The Technical Lead will communicate with the Deputy Program Manager, Senior Program Manager, Customer Engineering Lead and Team Members frequently regarding the overall performance and status of the assigned project.

Duties and Responsibilities:

  • Serve as focal point for technical interchange meetings with the Customer; ensure action items are prepared and returned with updates/resolution/disposition as necessary to satisfy the Customers concerns

  • Responsible for exercising leadership, maintaining high morale, mentoring, and directing the performance of all personnel assigned.

  • Ensure all project tasks are delivered in adherence to project scope, schedules and budget

  • Responsible for leading/supporting the technical team, providing technical direction and serve as a Systems Engineering and Architecture SME

  • Identify and mitigate development and technical risks while also contributing to the Agile process by providing research, design ideas, industry best practices and contributions to the development efforts

  • Lead a team of engineers and Business Systems Analysts in support of Cloud Migration of COTS and legacy GOTS applications

  • Report on the status of all task assignments on the NMMES-TR contract

  • Manage Integrated Product Team Working Groups to ensure they are on track with schedule work plans

  • Participate/Host technical interchange meetings and captures detailed meeting minutes from each meeting

  • Assess/evaluate the quality of the work performed by contract team based on quality assurance surveillance plan and data item descriptions as proscribed by performance work statements

  • Determine risk impact to cost, schedule, and performance of project based on work assignments

  • Provide technical input to Program Update Brief

  • Read and comprehend architectural network diagrams

  • Understand comments resolution matrices and distributes to the team for comment resolution then aggregates responses into one product as necessary

  • Assess performance of contract team to ensure performance is optimal

  • Create, assign, and track project module working group plans for delivery and provide technical guidance for work completion.

  • Create work plans, then monitor and tracks the work schedule for on-time delivery as per the defined quality standards.

  • Identify, assess, and evaluate technical risks to the contract, the schedule and the contractual deliverable, and determine appropriate risk responses as necessary to reduce the level of risk exposure to acceptable levels

  • Develop and guide the team members in enhancing their technical capabilities and increasing productivity.

  • Ensure process improvement and compliance in the assigned modules and participate in technical discussions/review.

  • Hold contractual deliverable reviews to ensure each deliverable meets the contractual requirements prior to release to the Customer

  • Prepare and submit status reports for minimizing exposure and risks on the project or closure of escalations.

  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Bachelor’s Degree (Engineering or Science field preferred) and 12 years relevant experience OR 15 years relevant engineering experience without a degree

  • Demonstrated experience in personnel management/team leadership

  • Previous experience in Cloud Migration

  • Ability to obtain and maintain a Secret clearance.

Knowledge, Skills and Abilities:

  • PMP certification preferred, but not required.

  • Ability to meet security clearance requirements

  • Ability to serve as a strategic advisor to senior clients for the development of Cloud transformation roadmaps

  • Must be versatile, enthusiastic to work in a fluid environment, team-oriented, a team motivator, and have exceptional communication, analytical and organizational skills.

  • Ability to interpret/comprehend contractual requirements in a performance work statement

  • Ability to interpret/comprehend data item description exhibits that explain how the Customer wants CDRLs completed

  • Ability to motivate a diverse team with competing personalities

  • Ability to interpret/comprehend quality assurance surveillance plans

  • Must be proficient with Microsoft Office products

  • Must be proficient with Microsoft Project and Visio

  • Must be proficient with JIRA

  • Knowledge in Agile Methodology

  • Knowledge in Cloud Infrastructure
