Summary: TheContract Team Lead (CTL) will manage the contract team using an efficient and responsive management structure (including providing administrative support) to facilitate a successful project effort. TheCTL has authority over and responsibility for all personnel and resources within the Contract Team. TheCTL shall possess a solid foundational understanding of both federal civilian and DoD contracting policies, rules, methods, and regulations.

Duties and Responsibilities:

  • Interface directly with the Government-designated COR and ensure the overall effort is meeting the requirements of the contract as well as serving as liaison between the Contractor and the Government

  • Responsible for leading the contract team as well as assisting the Government Contracting Officer with executing cradle-to-grave acquisition management for a broad range of commercial and non-commercial products and services, to include:

  • Various commodities

  • Advisory and assistance services

  • IT support services and system integration.

  • Customer requirements will be both classified and unclassified. Job specific duties include:

  • Management of all contract team personnel and resources at government site

  • Provide direct interface with government COR

  • Ensure contract team performance is meeting the government’s requirements.

  • Day to day responsibilities shall include:

  • Preparation and review of pre-award and post-award documents, analysis of cost and price factors, performance of procurement procedures applicable to simple and complex procurements

  • Advise requiring activities on processes related to inspection and acceptation of goods and services

  • Coordinate the receipt of invoices with the Resource Management Section.

  • Interpretation of solicitation provisions and contract clauses for vendors and government officials providing professional advice and recommendations to decision makers and approval authorities.

  • Perform contract administration and coordinate performance measurement with the requiring activity.

  • Assist the Contracting Officer with performing contract closeout functions for Firm Fixed Price and Cost Reimbursable contracts. Duties include interfacing with Program Office and Budget Office to verify that deliverables have been received by the Government and all funds have been expended, initiating applicable contract modification documents, drafting documentation and preparing the closeout file for the Contracting Officer's review and approval

Minimum qualifications:

  • Preference for Master's Degree, Bachelor's acceptable.

  • Preferred Degree in Accounting, Law, Business, Finance, Contracts, Purchasing, Economics, Project/Program Management, Industrial Management, Engineering, Quantitative Methods, Organization and Management, etc.

  • 5-10+ years of US government contracting experience using FARs/DFARs for pre- and post-award activities for commercial commodities and services.

  • US Government Top Secret Security Clearance.

  • If required, be able to successfully complete a counterintelligence-based polygraph examination.
