The Program Analyst is responsible for writing and maintaining source code, creating and maintaining software applications and applying frameworks involved in a software release of the Navy’s Risk Management Information (RMI) requirement intergration into the Air Force Safety Automated System (AFSAS). As the Program Analyst you will support the deployment of new technical solutions, products, and/or standards in support of functions strategy and operations under limited supervision and will provide guidance to more junior members of the team.
Duties and Responsibilities:
Coordinate meeting scheduling. Includes securing room reservations, coordinating with stakeholders on topics, collecting, preparing, and distributing read-ahead materials and agenda, and documenting minutes/action items.
Track project performance measures and metrics, and submit program status reports
Develop leadership presentations and briefing materials
Coordinate and/or oversee the collection, compilation, and analysis of program activity data
Computer programming, documenting, managing configuration, testing, and bug fixing involved in creating and maintaining applications and frameworks involved in a software release life cycle and resulting in a software product
Interface with technical and functional experts to respond to stakeholder/user queries and clarification
Support integration SME for RMI deployment activities by formulating Functional Working Group discussion agendas, capturing and tracking action items, and recording meeting proceedings and outcomes
Track progress and review tasks to ensure project deadlines and milestones are met appropriately
Manage the stakeholder register and POC data for all help desk sites and program office
Request, gather, compile, and manage supporting documentation (SOPs, overview briefs, performance metrics, etc.) requests from each program office/help desk
Communicate POAM updates to the RMI program scheduler for IMS inclusion and updates
Provide support to document risks in the risk register and advise on mitigation strategies
Perform other project support duties as assigned
Assist with data collection tasks, using Excel pre-formatted templates, macros, and tables and crafting effective elicitation questions
Assist in identifying/escalating risks, incidents and issues that may impact IT implementation
Assist in capturing actions during training meetings where requirements are gathered to support deployment of RMI capabilities
Assist with engaging stakeholders and end-users to ensure Records and Information Management (RIM) change request statements are clear and complete
Assist in facilitating working group sessions and accurately capturing discussion points
Assist in the management of project documentation library on the program’s portal and/or configuration management applications.
Assist in creating, editing, reviewing and/or analyzing technical work products for organizational change, SOPs, user guidance, and other information resources
Other duties as assigned
Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
High School Diploma required, Bachelor’s Degree preferred in Business, Computer Science, Engineering, Finance, Accounting, Mathematics, Statistics, Economics, or related field from an accredited program.
5 years experience supporting test events for software applications
3 years of relevant experience including:
Project management and knowledge of best practices, (e.g., ITIL, PMI, and CMMI).
Electronic Content Management (ECM) and/or records management administration, business process automation, or related field
Secret Clearance required
Knowledge, Skills and Abilities:
Knowledge of Agile-Scrum required
Excellent skills in Microsoft Word, Excel, and other Office applications
Knowledge of DoD/Navy Information Technology (IT) Business Systems acquisition laws, regulations, processes and policies
Broad knowledge of the DoDI 5000.02, DoDI 5000.74, and DoDI 5000.75 to include different requirements, milestone reviews, approval authorities, acquisition documentation, program budgets, integrated master schedules, and risk management.
Basic training in electronic records and/or information management principles and practices
Knowledge of the Agile software development approach and PMI project management principles
Familiarity with system engineering (SE) concepts and software logistics/lifecycle methodology
Basic understanding of Web-based information and knowledge sharing technologies and practices
Skill in performing in an advisory and consultative role to the program
Intermediate level proficiency with Microsoft Office products, Word, PowerPoint, Excel, Visio, and SharePoint.
Skill in the integration of Commercial Off-the-Shelf (COTS) products and legacy DOD systems as part of an integrated information system to include the organization and execution of large-scale test and evaluation events
Skill in performing risk analysis and resolving problems with various options presented.
Ability to advise customer on strategy and be able to present complex ideas and IT solutions to large number of government officials, including business stakeholders
Ability to look beyond the immediate deliverable, find the real problem (communications, data, organizational, etc.), and solve for it
Ability to identify critical success factors throughout program lifecycle and ensure removal of barriers to success
