Summary
The Technical Program Manager (PM) will demonstrate strong executive management and leadership skills with large and small teams, geographically dispersed or remote. The Technical Program Manager will be trusted to manage customer, contractual, technical, and operational aspects of the company’s IT network and operations program with multiple stakeholders from inception to completion. The Technical Program Manager should have a broad background in the delivery of medium to large-scope IT initiatives, including but not limited to supporting the varying needs of partners, planning, designing, implementing, and maintaining a core understanding of IT infrastructure services, IT operations and applications services and to securely deploy, maintain and optimize IT services and roles of IT governance. The Technical Program Manager shall be familiar with industry best practices and have a working knowledge of government contracts and subcontracts management and the DoD Acquisition community, where our client base resides.
Responsibilities
Serve as a principal liaison with current and prospective program customers.
Interview, hire, and manage teams of contract support personnel, including asset accountability and travel.
Plan, organize, lead, and deliver an IT component of business projects within time, budget, and resource constraints.
Lead the creation of a turn-key audio/video solution, integrating existing technology and furnishings and providing the capacity for future upgrades.
Evaluate and support innovation of new technologies and service capabilities to solve challenges and ensure service evolution optimizing mission performance.
Direct program activities to meet client and organization work objectives and serve as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.
Monitor program performance, identify, and recognize program performance issues, and develop resolutions to meet productivity, quality, and client satisfaction.
Develop concrete and actionable plans.
Meet with the customer, technical leads, and company experts to formulate and review plans or deliverable items, ensuring conformance with program task schedules and costs.
Prepare and provide various reports and technical reviews to senior management or the customer, as requested.
Organize, direct, and manage contract operations support functions, involving multiple, complex, and inter-related project tasks.
Build strong working relationships with customers and team, working collaboratively using remote technologies or in-person with individuals across all functional areas.
Assure quality of program products, services, and deliverables, including participating in reviews, audits, and site visits.
Coordinate, monitor, and report sub-contractor activities.
Participate in business development activities, including but not limited to the preparation and review of technical and cost proposals.
Ensure compliance with relevant corporate and government policies and standards.
Other duties as assigned.
Qualifications
Bachelor’s degree required
10+ years of relevant technical program management experience implementing complex IT systems and infrastructure
Working knowledge and application of DoD 5000 and the Defense Acquisition system
Proficient in Microsoft Office suite and MS Project
PMP certification or ability to obtain within 120 days of accepting an offer is required
Secret clearance required with the ability to obtain a Top Secret clearance
Knowledge, Skills, and Abilities:
Experience managing IT projects and business projects with infrastructure, needs to include data center builds/migrations, manufacturing plant builds and line expansions, new office build, and infrastructure hardware/OS refresh, (Network, server, storage, cloud).
Experience with writing proposals and responding to RFIs/RFPs for IT projects.
Knowledge of business technology development.
Ability to balance technical requirements, cost reduction, and schedule variables to deliver high-quality, value-added programs on time, while upholding regulatory compliance.
Ability to manage multiple projects with a broad scope, ambiguity, and a high degree of difficulty.
Strong coordination, organization, teaming, and communication skills.
Must have excellent organizational, scheduling, and prioritization skills and the ability to maintain a high level of confidentiality, ethics, and integrity.
Ability to work well individually or in a group setting.
Ability to interact with co-workers to develop a team environment.
Ability to work under pressure and time constraints.
Ability to work without direct supervision or guidance.
Able to travel approximately 10% of the time.
