The Army Technical Management and Support Services ( TMASS) IDIQ contract and its associated task orders provide a full range of integrated Program Management & Operations, Business Management, Technical Management, Project Analysis & Mission Continuity Support services, and solutions necessary for Army PEO EIS to satisfy its mission to Rapidly deliver integrated, innovative and cost-effective systems and services for the Total Force, to globally connect the Army and provide a decisive information advantage to every soldier.

The Requirements Analyst, Writer shall have experience in performing requirements analysis and decomposition, Business Process Reengineering (BPR), and operational architecture development activities in collaboration with end users, stakeholders, and engineering representatives to achieve a shared understanding of the solution end state and ensure that the final product conforms to all the requirements. The Requirements Analyst, Writer shall have experience implementing the Department of Defense (DoD) requirements processes through the appropriate application of laws, policies, directives, and guidance and prepare recommendations with sufficient rationale to advise leadership decisions that enable program success. The Requirements Analyst, Writer must understand requirements governance, definition, traceability (end-to-end process), validation, and prioritization, be able to develop requirements and business process documentation, and have the knowledge and skills to define key requirements and BPR processes.


  • Lead and facilitate functional and technical requirements development and validation in coordination with internal and external stakeholders and identify and incorporate design considerations as they become known.

  • Lead and facilitate BPR activities, including the development of DoD Architecture Framework (DoDAF) Viewpoints (OVs, SVs, and DIVs).

  • Ensure requirements are documented in measurable and testable terms and that sufficient analysis has been done.

  • Determine the feasibility of achieving requirements given the limitations and constraints of the target IT solution.

  • Conduct trade-off analyses as needed.

  • Establish a requirements baseline agreed to by the stakeholders to set the boundaries for program execution.

  • Ensure that the requirements baseline is placed under configuration control, tracked, and managed within the governance process.

  • Assist in defining and refining the governance process within which the requirements baseline will be managed.

  • Assess schedule and performance impacts associated with recommended requirements changes.

  • Resolve conflicting requirements.

  • Assist in defining performance requirements related to business process implementation and system performance.

  • Identify and evaluate requirements-based risks and provide mitigation recommendations related to requirements satisfaction.

  • Ensure alignment of requirements and BPR activities with the overall program schedule, milestones, and required documentation.

  • Other duties as assigned.


  • Master’s degree required

  • 15+ years of relevant work experience

  • Working knowledge and application of DoD 5000 and 8000 series

  • Active or interim secret clearance

  • The position requires a COVID vaccination or an approved accommodation/exemption for a disability/medical condition or religious belief

Knowledge, Skills, and Abilities

  • 5+ years of Department of Defense Architecture Framework (DoDAF) support preferred

  • Experience performing technical writing and analysis preferred

  • Experience with the Department of Defense acquisition environment preferred

  • Experience performing Program Office Estimates (POE) in a PMO setting

  • Strong coordination, organization, teaming, and communication skills

  • Excellent organizational, scheduling, and prioritization skills and ability to maintain a high level of confidentiality, ethics, and integrity

  • Strong communications skills both written and oral, including engagement with leadership and stakeholders

  • Strong customer service and excellent interpersonal skills

  • Ability to listen and understand task descriptions and requests

  • Ability to explain problem resolutions

  • Ability to quickly respond to time-critical queries from leadership

  • Ability to work independently without direct supervision or guidance

  • Proficient with MS Word, Excel, Office, Outlook, Utilize AutoCAD, Visio, and MS Project 2007programs

  • Ability to work independently without direct supervision or guidance
