Summary:

The Systems Integrator plans to execute an agile development process throughout the system’s life cycle. Throughout the sprint cycles, documentation will be developed to capture the agreed upon design and detailed level information. For this task order, the technical effort shall be accomplished through the execution of agile principles and methods

Duties and Responsibilities:

  • Develop and implement an agile development methodology appropriate for this effort. The agile method shall incorporate use of and collaboration with the NMMES-TR’s user community and Subject Matter Experts (SMEs)

  • Deliver and execute a schedule that incorporates the agile processes appropriate for this effort

  • Participate in Government-tailored SETR events and milestones, such as the conduct of a Design Review and a Test Review

  • Develop a scalable Dev/Test environment within a Federal Risk and Authorization Management Program (FedRAMP) Moderate, Impact Level (IL) 4 and/or High, IL 5 commercial cloud

  • Develop, implement, and provide a cost management process to manage costs associated to cloud services that includes, but is not limit to, planned and actual costs as part of the Contractor’s Progress, Status, and Management Report (CDRL D001); and sustain the environment as needed to maintain availability for end user product evaluation

  • Provide a design that optimizes commercial cloud environments, architectures, and approaches in accordance with the requirements of the NMMES-TR System Requirement Specification

  • Analyze, plan, and develop a system design that integrates and hosts COTS/GOTS applications and legacy data for evaluation purposes

  • Analyze and develop a plan to integrate systems and application within the environment to enable an integrated and interoperable capabilities

  • Provide a design that is application agnostic

  • Provide a fit-gap assessment to capture capability gaps resulting from the design limitation, technical and operational factors and constraints for Government assessment

  • Build and configure the Dev/Test cloud environment in accordance with the Government approved design

  • Install and/or coordinate with COTS vendor(s) for installation of products or other services as required

  • Configure and integrate COTS products in accordance with the Government approved design

  • Migrate and integrate GOTS products

  • Develop and implement an Application Programming Interface (API) centric layer to decouple interfaces from data and/or functionality of one or more applications

  • Establish user access, including security controls as required

  • Provide testing services

  • Establish and provide operations support to maintain availability to end users for product evaluation

  • Implement IT standards and governance in system development, software insertion, and configuration changes

  • Deliver the Technical Report - Study/Services (CDRL A001).

  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • High School Diploma/GED required

  • 10 years experience with hands on systems engineering/administration experience

  • Experience configuring and installing VMware ESXi server clusters with vCenter

  • Experience with SDLC and Agile methodologies

  • Experience with Web services technologies

  • CompTIA Security certification within 90 days

  • Computing Environment Certification within 6 months

  • Secret Clearance required

Knowledge, Skills and Abilities:

  • Must be well organized, an effective communicator at multiple levels and able to grasp system concepts and communicate their applications

  • Must be capable of quickly learning new systems and associated software applications for proficient execution of tasks

  • Must be capable of managing multiple projects with time related constraints in a fast-paced contract manufacturing environment

  • Must be able to speak effectively before groups of internal and/or external customers or employees

  • Solid understanding of current industry trends, web technologies, usability best practices, and information architecture.

  • Ability to develop custom scripts (Shell/Perl/Kickstart/ GPOs/Puppet) to efficiently implement and maintain secure solutions.

  • Ability to perform expert level subject matter expertise to all facets of systems engineering/administration on Linux, Unix, and Windows operating systems

  • Ability to Travel from 10 – 20 % of the time (both CONUS and OCONUS)

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
