The Requirement Business Analyst will apply engineering discipline to analyze key functional requirements, decompose system requirements, communicate with program stakeholders, and act as a liaison between business leadership (Subject Matter Experts) and technical development teams.

Duties and Responsibilities:

  • Work with the project's stakeholders – those with an interest in the project's outcome – to identify and prioritize the program requirements, which can be documented in a software requirements specification.

  • When required, lead ongoing reviews of business process and develop optimization strategies.

  • Effectively communicate insight and plans to cross-functional team members and management.

  • Evaluate business processes, anticipating requirements, uncovering areas for improvement, and developing and implementing solutions.

  • Prioritize initiatives based on business needs, program schedule and requirements.

  • Work closely with technical development and test teams to ensure requirements are met.

  • Oversee the project stages, the requirements reflect the end users’ needs and that the system being developed reflects the requirements.

  • Organize and manage file and portal repository of document artifacts.

  • Participate in peer reviews to validate the requirements as well as reviews of the system design, code and test cases to confirm the system adheres to documented requirements.

  • Create requirement contractual documents as required.

  • Attend, Schedule and moderate SME meetings. Capture meeting minutes and track action items and tasks in an Integrated Master Schedule.

  • Monitor deliverable and ensure timely completion of program requirements.

  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Bachelor’s Degree in Computer Science, Business Administration, or Management

  • 5 years of military or civilian experience in Navy Safety and Occupational Health field

  • 3 years of experience in requirements teams as part of the Software Development Life-Cycle (SDLC) process.

  • Experience with Agile and/or DoD software development environments preferred but not required.

  • Must be able to work onsite at least two days a week as required by customer.

  • Secret Clearance required

Knowledge, Skills and Abilities:

  • Competency in SharePoint, Microsoft applications including Word, Excel, and Outlook.

  • Knowledge of naval safety matters including: Navy Safety Program Management, Navy Occupational Safety and Health (NAVOSH) program; Traffic/Driving Safety; Recreation and Off Duty Safety (RODS); and Heat Stress control and replace with Afloat Safety, and Operational Risk Management.

  • Knowledge of naval safety policy and DoD and naval instructions

  • Must be able to analyze new and existing Navy’s Streamlined Incident Reporting and Safety Management Program (SPM) requirements for integration into the Air Force Safety Automated System (AFSAS).

  • Possess business and technical knowledge to review workflow, documentation and user surveys, and analyze data to identify a solution to a business issue.

  • Strong interpersonal skills in both customer interactions and team interactions and a willingness to interact with customer on a regular basis.

  • Strong communications skills (both written and oral), strong customer service and ability to listen and understand what is being described by the end user as well as the ability to explain problem resolutions when necessary.

  • Demonstrate ability to analytically address complex problems, process critical data, establish facts, and draw quality conclusions.

  • Strong technical and analytical skills in requirements development, analysis, documentation, test and evaluation.

  • Strong ability to clearly communicate and brief Senior Level DOD Leadership.

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
